Section 138
Punishment can be commuted
(1) Any thing mentioned in this paragraph shall not be deemed to be a hindrance in proposing a heavy punishment to a worker and giving him a small punishment. (2) If any establishment has made a regulation so that the punishment is less than the punishment in accordance with this paragraph, the provisions of the same regulation shall apply to the workers of such establishment. .
